William Loren Batt, Jr., was born in Cleveland, Ohio, in 1916. In 1938, he graduated from Harvard University, and became a member of the Temporary National Economic Committee. In 1941, he became the Assistant to the Expeditor of Lend Lease in London, England. During the 1940s and 1950s, Batt was a government official dealing with labor issues.
